From September 21, 2025 to September 22, 2025, at the invitation of the Romanian-Chinese House, President Yang Wanming of the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) led a delegation on an official visit to Romania. During the visit, President Yang met with Cosmin-Ioan Corendea, Vice Chairman of the Foreign Affairs Committee of the Romanian Chamber of Deputies and Chairman of the Parliamentary Friendship Group with China; Calin Mitri, Director-General of Global Affairs of the Romanian Ministry of Foreign Affairs; Emil Draghici, President of the Association of Communes of Romania; and Lauren?iu Dumitru, Deputy Secretary-General of the Romanian-Chinese House, as well as other representatives from the government, parliament, business sector, and various friendship organizations. The two sides held in-depth discussions on ways to further deepen the traditional friendship between China and Romania, strengthen exchanges between the legislative bodies, subnational governments, culture and youth, and promote the healthy, stable, and sustainable development of bilateral relations and China-EU relations. The discussions resulted in a positive consensus on these issues. Chen Feng, the Chinese Ambassador to Romania, attended the relevant activities.

During the meetings, President Yang noted that Romania is one of the first countries to establish diplomatic relations with the People's Republic of China. Over the 76 years since the establishment of diplomatic ties, two countries have maintained mutual respect and equality, with their mutually beneficial cooperation steadily advancing. In May this year, President Xi Jinping sent congratulations to Nicu?or Dan on his election as President of Romania and outlined the direction for the future development of Sino-Romanian relations. In the context of accelerated global changes, China and Romania, as good friends and partners, must strengthen communication, build consensus, and deepen cooperation, working together to seize opportunities and face challenges. Romania, as a major country in Central and Eastern Europe, is a key bridge between the East and the West. China values its comprehensive friendly partnership with Romania and has expanded exchanges through mechanisms such as friendly city cooperation, the Legislators Forum for Friendly Exchanges, and the China-CEEC Mayors Forum. These initiatives have broadened multilevel dialogue and cooperation between their legislative bodies, subnational governments, and friendly organizations. Looking ahead, China is committed to working with Romania to implement the important consensus reached by two countries' leaders, further deepening exchanges and cooperation in areas such as people-to-people exchanges, practical cooperation, cultural exchanges, and youth friendship. Through subnational cooperation, China and Romania aim to strengthen the depth and substance of their bilateral ties, promote the ongoing development of China-CEEC cooperation, and ensure the long-term stability of China-EU relations. President Yang also introduced to the Romanian side the Global Governance Initiative proposed by President Xi Jinping and highlighted activities commemorating the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. He paid heartfelt tribute to the remarkable contributions of Romanian doctors such as Dr. David Iancu and Dr. Bucur Clejan, who supported the Chinese people during the Anti-Japanese War.

Corendea warmly congratulated the Chinese People's Association for Friendship with Foreign Countries on successfully hosting the 2025 Legislators Forum for Friendly Exchanges. He noted that attending the forum had deepened his understanding of Chinese history, culture, economic development, and philosophies, further solidifying his confidence in Sino-Romanian friendship. Eight members of the Romanian Parliament, representing seven political parties, expressed their firm commitment to the One-China policy and pledged to promote China-Romania cooperation to their constituents, contributing to the ongoing legacy of Romanian-Chinese friendship.
Mitri emphasized that China is an important partner for Romania, and the Romanian government supports and encourages subnational governments to engage in practical cooperation with China. He acknowledged China's role as a responsible major power and a permanent member of the United Nations Security Council, playing a key role in international affairs and resolving global issues. Romania is closely following China's Global Governance Initiative and is eager to enhance communication and coordination with China in international matters to safeguard global peace and stability.
Dr?ghici fondly recalled leading the Romanian mayoral delegation to the China International Friendship Cities Conference in 2024. He highlighted that Romanian subnational governments attach great importance to developing relations with China. Despite the profound and complex changes in the international situation, Romania's subnational governments continue to express strong willingness, enthusiasm, and confidence in strengthening practical cooperation with China. Romania aims to play a more prominent role in Southeastern Europe and further advance Sino-Romanian subnational cooperation.
Lauren?iu Dumitru expressed his gratitude to the CPAFFC for inviting him as Romania's youth representative to the World Youth Conference for Peace. He pledged to continue playing a significant role in Romania-China friendship organizations, providing a platform for mutual learning between Romanian and Chinese youth, and injecting new vitality into the longstanding friendship between the two countries.
