On the afternoon of October 31, 2025 local time, President Xi Jinping had a meeting with Japanese Prime Minister Takaichi Sanae upon request on the sidelines of the APEC Economic Leaders' Meeting in Gyeongju, the Republic of Korea.President Xi Jinping pointed out that China and Japan are separated by only a strip of water and are important neighbors to each other. The sustained, sound and steady development of China-Japan relations meets the general expectation of the two peoples and the international community. First, the two countries should truly honor the important common understandings. Concrete actions should be taken to implement the political consensus that the two countries will "promote strategic relationship of mutual benefit in an all-round way," and they should be "partners, not threats" to each other and "learn lessons from history and look ahead to the future." The clear provisions laid out in the four political documents on major issues of principle such as history and the Taiwan question must be strictly followed and fulfilled, so that the foundation of China-Japan relations will stay sound and unshaken. The Murayama Statement is a serious introspection of Japan's history of aggression and makes apologies to victim countries. Its spirit should be honored. Second, the two countries should stay committed to win-win cooperation. The fourth plenary session of the 20th CPC Central Committee has rolled out a blueprint for China's development in the 15th Five-Year Plan period. There is significant potential for cooperation between China and Japan. The two countries could strengthen partnerships in advanced manufacturing, the digital economy, green development, fiscal policies and finance, medical and elderly care services, and third-party markets, among other areas, and jointly uphold the multilateral trading system and stable and unimpeded industrial and supply chains. Third, the two countries should foster greater people-to-people ties. They need to have continued communication between governments, political parties and legislatures, and deepen and expand people-to-people and subnational exchanges to improve public sentiment. Fourth, the two countries should enhance coordination in multilateral affairs. They should uphold the principles of good neighborliness and friendship, equality and mutual benefit, and non-interference in each other's internal affairs, practice true multilateralism, and contribute to building an Asia Pacific community. Fifth, the two countries should properly handle differences. They should focus on the big picture, seek common ground while reserving differences, build consensus and manage disagreements, and make sure the relationship will not be defined by problems or differences.Prime Minister Takaichi Sanae said that China is Japan's important neighbor. The two countries shoulder major responsibility for peace and prosperity in the region and the world. Japan would like to keep up high-level exchanges with China, step up interactions across all levels, strengthen communication, enhance mutual understanding and promote cooperation, so as to advance the strategic relationship of mutual benefit in solid steps and build a constructive and stable relationship between the two countries. The world has come to a new crossroads—solidarity, cooperation and mutual benefit or return of hegemonism and the law of the jungle; multilateralism, openness and inclusiveness or unilateralism and protectionism. What we choose will profoundly affect the future of the world. We must have vision, step up to our responsibility, and choose what meets the expectation of the people in the Asia Pacific and stands the test of history.As the saying goes, He who knows the past understands the present. Since the great victory of the World Anti-Fascist War 80 years ago, the international system with the United Nations at its core has been put in place gradually, and multilateral systems in economic, trade, financial and other areas have been established. A new chapter was opened for humanity's pursuit of peace and development.History attests that humanity shares a common destiny. While hegemonism causes only war and disaster, fairness and justice ensure global peace and development. While confrontation and antagonism breed only estrangement and turbulence, win-win cooperation proves to be the right way forward. While unilateralism precipitates division and regression, multilateralism is the viable option for tackling global challenges.China always upholds the current international order and practices true multilateralism. We embrace peaceful development, and reject the assertion that a strong country will inevitably seek hegemony. We champion win-win cooperation, and denounce winner-takes-all practices. Building an Inclusive Open Asia-Pacific Economy for All

Let me begin by?thanking?President Lee Jae Myung and the ROK?government for the thoughtful arrangement.Over?the past 30-plus?years since its founding, from drafting the blueprint of the Free Trade Area of the Asia-Pacific (FTAAP) to advancing the vision of an Asia-Pacific community, APEC has been spearheading the region's rise to the forefront of global open development, and has made the Asia-Pacific the most dynamic part of the?global economy.Currently, changes unseen in a century are?accelerating?across the world. The international situation is fluid?and turbulent. The Asia-Pacific?faces?growing uncertainties and destablizing factors in its development.?The rougher the seas, the more we must pull together.?We should stay true to?APEC's founding mission?to promote economic growth and improve people's lives, and champion open development where everyone shares opportunities and emerges a winner. We should promote a universally beneficial and inclusive economic globalization, and build an Asia-Pacific community. To this end, I wish to make five proposals.First, we should work together to?safeguard the multilateral trading system.?We must practice true multilateralism, and enhance?the authority and effectiveness of the multilateral trading system with the WTO at its core. We should stick to the right direction of WTO reform, uphold the most-favored-nation?(MFN),?nondiscrimination?and other fundamental principles, and update international economic and trade?rules to?reflect?the changing times, so as to better protect the legitimate rights and interests of developing countries.Second, we should work together to build an open economic environment?in the region.?We should keep promoting trade and investment liberalization and facilitation, deepen fiscal and financial?cooperation, and steadily push for regional economic integration. With?the RCEP being implemented to high standards and the CPTPP membership expanding, we should help the two?align with each other?and?progress together?so as to inject impetus into the development of the FTAAP.Third, we should work together to keep industrial and supply chains stable and smooth.?We must?join hands?rather than part ways, and strengthen our links rather than sever them. We should vigorously expand our common interests, and support the open development of supply chains.?The tenth anniversary of the APEC Connectivity Blueprint?gives us a good opportunity to strive for concrete?and tangible?results?in physical, institutional?and people-to-people connectivity?so as to?further consolidate the?foundations?for open development?in our region.Fourth, we should work together to advance the digital and green transformation of trade.?We should make digital technologies a strong catalyst for cross-border trade, and promote practical cooperation in paperless trade, smart customs?and other areas. We must remove various green barriers, and expand cooperation in green industries, clean energy and green minerals. The Asia-Pacific Model E-port Network and the Cooperation Network on Green Supply Chain?initiated by China under APEC?have become important platforms for regional cooperation on?the digital and green upgrades for?trade.Fifth, we should work together to promote universally beneficial and inclusive development.?We should adhere to?the people-centered development philosophy, focus on imbalances in?development, and foster an?economic globalization that is more inclusive,?sustainable, and beneficial?to all peoples?in the?region. China?is working with various parties to promote the high-quality development of the Belt and Road Initiative, and supports the modernization drive of more developing countries, which will help open up new space for global development.?We have given zero-tariff treatment on?100 percent tariff lines?from the least developed?countries having diplomatic relations with China, and stand ready to extend the same treatment to all African countries having diplomatic relations with China through the signing of agreements on economic partnership for shared development. We?will continue to strive for common development and shared prosperity?with all nations.Colleagues,China always pursues the basic state policy of opening up, and has taken?real steps to promote an open world economy. Over the past five years, China has ranked as?the world's largest trader in?goods and the second?largest in services. It has?attracted more than US$700 billion in?foreign investment?in total, and its outbound investment?has been increasing by over five percent on annual average.?We have been shortening the negative list for foreign investment, and applying the unilateral visa-free policy?to more countries. We are steadily expanding?voluntary and unilateral opening up, and have actively aligned with high-standard international economic and trade rules through our 22 pilot free trade zones. China's door?to the world?will not close; it will only open wider?and wider.A few days ago, the Recommendations for Formulating the 15th Five-Year Plan were?adopted?at?the fourth plenary session of the 20th Central Committee?of the Communist Party of China. We?will take this opportunity to further deepen reform comprehensively?and expand high-standard opening up, and create new?opportunities for the Asia-Pacific and the world?through?the latest achievements of Chinese?modernization.Thank you.
President Xi Jinping Meets with U.S. President Donald J. Trump in Busan
On October 30, 2025 local time, President Xi Jinping had a meeting with U.S. President Donald J. Trump in Busan.President Xi noted that under our joint guidance, China-U.S. relations have remained stable on the whole. China and the United States?should be partners and friends. This is what history has taught us and what reality needs. Given our different national conditions, we do not always see eye to eye with each other?and it is normal for the two leading economies of the world to have frictions now and then. You and I are at the helm of China-U.S. relations. In the face of winds, waves and challenges, we should stay the right course, navigate through the complex landscape, and ensure the steady sailing forward of the giant ship of China-U.S. relations. I am ready to continue working?with you to build?a solid foundation for China-U.S. relations and create a sound atmosphere for the development of both?countries.President Xi emphasized that there is a good momentum in China’s economic development. In the first three quarters of this year, China’s economy increased by 5.2 percent, and import and export trade in goods with the rest of the world?expanded by 4 percent. This is not an easy accomplishment given the domestic and external difficulties. The Chinese economy is like a vast ocean, big, resilient and promising. We have the confidence and capability to navigate all kinds of risks and challenges.At its fourth plenary session, the 20th CPC Central Committee deliberated over and adopted the recommendations for the economic and social development plan over the next five years. Over the past seven decades and more, we have been working from generation to generation on the same blueprint to make it a reality. We have no intention to challenge or supplant anyone. Our focus has always been on managing China’s own affairs well, improving ourselves, and sharing development opportunities with all countries across the world. And that is?an important secret to our success. China will further deepen reform across the board, expand opening up, and promote higher-quality economic growth while achieving an appropriate increase in economic output, and advance well-rounded human development and common prosperity for all. This will also expand the?space for cooperation between China and the United States.President Xi noted that the two teams had an in-depth exchange of views on important economic and trade issues, and reached consensus?on solving various issues. They should work out?and finalize the follow-up steps as soon as possible, and ensure that the common understandings are effectively upheld and implemented, to?inject confidence into the two countries as well as the global economy?through solid deliverables. China-U.S. economic and trade relations have experienced ups and downs?recently, and this has also given the two sides some insights. The business relationship should continue to serve as the anchor and driving force?for China-U.S. relations, not a?stumbling block or a point of friction. The two sides should think big?and recognize the long-term benefit of cooperation, and must not fall into a vicious cycle of mutual retaliation. The two teams can continue their talks in the spirit?of equality,?mutual respect and mutual benefit, and continuously shorten the list of problems and lengthen the list of cooperation.President Xi stressed that dialogue is better than confrontation. China and the U.S. should maintain communication through various channels and at various?levels to enhance mutual understanding. There is good potential for the two countries to work together on?combating illegal immigration and telecom fraud, anti-money laundering, artificial intelligence, and responding to?infectious diseases. The competent departments should strengthen dialogue and exchanges and carry out mutually beneficial cooperation. China and the U.S. should also engage in positive interactions on regional and international platforms. The world today is confronted with many tough problems. China and the United States can jointly shoulder our responsibility as major countries, and work together to accomplish more great and concrete things for the good of our two countries and the whole world.China will host APEC 2026, and the U.S. the G20 summit?next year. The two sides can support each other in making?both summits productive to promote world economic growth and improve global economic governance.President Trump said that it is a great honor to meet President Xi. China is a great country. President Xi is a well respected great leader, and has been my good friend for many years. We have always got along well. The United States and China have always had a fantastic relationship, and it will be even better. We will make both China and the U.S. even better. China is the biggest partner of the U.S. Together, our two countries can get many great things done for the world and have many years of success. China will host APEC 2026, and the U.S. will host the G20 summit next year. We expect both to be successful.The two presidents agreed to enhance cooperation in economic, trade, energy and other fields and to encourage more people-to-people exchanges.The two presidents agreed to maintain interactions on a regular basis.
